Matt F	86bc916c49	Fix NGO RequireOwnership deprecation warnings; add VFX script metas ... Replace deprecated [Rpc(..., RequireOwnership = true)] with InvokePermission = RpcInvokePermission.Owner on the owner-submitted draft/buff RPCs (PlayerDraft, PlayerBuffManager), matching the pattern already used elsewhere.
